Answer in brief
Mother's Day in Russia falls on Sunday, 29 November 2026. Presidential decree No. 120 of 30 January 1998 sets it on the last Sunday of November, so it needs no extra day off, and the Government's list of 2026 rest days adds none. It honours mothers, is separate from 8 March and comes months after the spring dates used in the United States, Spain and France.
Mother's Day in Russia falls on Sunday, 29 November 2026
Mother's Day 2026 in Russia falls on Sunday, 29 November. Nobody announces the date anew each year. It follows from presidential decree No. 120 of 30 January 1998, "On Mother's Day", signed by Boris Yeltsin, which sets the holiday on the last Sunday of November. The Kremlin's acts database carries the full text, and it is very short. The stated purpose is to raise the social significance of motherhood.
Because the rule names a Sunday rather than a number, the calendar date moves from year to year. English Wikipedia's table of Mother's Day dates gives 30 November for 2025, 29 November for 2026 and 28 November for 2027. According to the Kremlin page, the decree came into force on 3 February 1998, the day of its official publication.
The decree is just as telling in what it leaves out. It creates no extra day off, sets up no awards and prescribes no events; school lessons, state awards and rest days all rest on other documents. As of 19 October 2026, the Kremlin page still shows the 1998 text as the act in force.
Is Russia's Mother's Day a day off in 2026
Not as a separate holiday, but for most people it is a rest day anyway, because it falls on a Sunday by design. Resolution No. 1466 of 24 September 2025, signed by Prime Minister Mikhail Mishustin, moves two days off in 2026, and the Government's website lists the resulting rest periods: 31 December 2025 to 11 January 2026, 21 to 23 February, 7 to 9 March, 1 to 3 May and 9 to 11 May, 12 to 14 June, 4 November and 31 December.
There is nothing in late November on that list. The only November rest day in 2026 is 4 November, a Wednesday. People who work shifts or a six-day week may find that their Sunday is a working day. Their own schedule decides that, not the decree, and questions about a specific job belong with the employer or a labour specialist.
How the last Sunday of November became Russia's Mother's Day
The holiday had a rehearsal in the Kremlin six years before the decree. The acts database holds order No. 602-rp of 24 October 1992. In it the President agreed to a proposal from the charitable foundation Semya (Family) and a group of deputies to hold a Mother's Day in the Kremlin Palace of Congresses on 1 November 1992, from 10:00 to 14:00. It was a single event, not a recurring holiday.
The permanent date came from parliament. Russian Wikipedia's article on the holiday credits the initiative to the State Duma Committee on Women, Family and Youth and names deputy Alevtina Aparina as a key figure. Decree No. 120 followed at the end of January 1998, and since then the last Sunday of November has been the official day. The decree itself gives no reason for choosing November.
Mother's Day is often confused with 8 March, but the two are different occasions. Russian Wikipedia contrasts them: on International Women's Day greetings go to all women, while on Mother's Day the custom is to congratulate mothers and pregnant women. The status differs as well. The Government's 2026 list includes 7 to 9 March as rest days, while the November Sunday has no such entry.
Mother Heroine and Parental Glory: Russia's state awards for mothers
Russia's state awards for mothers rest on separate decrees. Decree No. 558 of 15 August 2022 established the title Mother Heroine for a mother who is a Russian citizen and has given birth to and raised ten or more children who are also citizens. It is conferred when the tenth child turns one, provided the other children are alive, with exceptions listed in the regulations.
The same decree placed Mother Heroine among the highest titles of the Russian Federation, next to Hero of Russia and Hero of Labour. In the text published on the Kremlin site, the title comes with a one-off payment of 1 million roubles, and one parent awarded the medal of the Order of Parental Glory receives 200,000 roubles. The decree also raised the payment attached to the order itself from 100,000 to 500,000 roubles.
The Order of Parental Glory dates from 2008 and goes to parents, including adoptive parents, who are raising or have raised seven or more children. The ceremonies are not tied to Mother's Day. On 1 June 2026, International Children's Day, the President presented both orders to parents from nine large families in St Catherine's Hall of the Kremlin, according to the Kremlin's report of that day.
Mother's Day dates around the world and why they differ
Outside Russia, Mother's Day is mostly a spring holiday. English Wikipedia's table puts the United States on the second Sunday of May, which in 2026 was 10 May. The same article recalls that in 1914 Woodrow Wilson signed a proclamation making that Sunday a national holiday to honour mothers. The United Kingdom keeps Mothering Sunday, the fourth Sunday in Lent, which fell on 15 March 2026.
Spain marks the day on the first Sunday of May, 3 May in 2026; Spanish Wikipedia notes that this has been the date since 1965, although it was never officially declared. France fixed its date by the law of 24 May 1950: the last Sunday of May, or the first Sunday of June when that Sunday is Pentecost, as French Wikipedia explains. In 2026 that gave 31 May. Mexico keeps a fixed 10 May, Argentina the third Sunday of October, which was 18 October 2026, and Belarus a fixed 14 October.
The spread comes from different origins. In Britain the day grew out of a church calendar, in the United States out of a campaign and a presidential proclamation, in France out of a law and in Russia out of a presidential decree. That is why a search for mother's day 2026 returns several answers at once, and why the Russian date stands apart at the end of November.
How Russia marks Mother's Day in schools and at the Kremlin
In schools the day often meets the weekly lessons called Conversations about Important Things. The programme's official site says these lessons open every Monday in all schools and colleges in Russia, and that the teaching materials are recommendations. In the 2022/23 school year the lesson of 21 November was called Mother's Day. In November 2023 the theme was relationships in the family, and the November lessons of 2024 and 2025 dealt with other subjects.
The day also appears in the President's calendar. The Kremlin site shows that a meeting of Vladimir Putin with mothers of servicemen was announced for 25 November 2022, ahead of the holiday, and that on 25 November 2023 he sent a greeting to the national conference Mother's Heart, Russia's Heart in Pyatigorsk, organised by the movement Mothers of Russia. These are past events; no programme for 2026 had been announced as of 19 October.
The holiday has a symbol too. Russian Wikipedia names the forget-me-not as the emblem of Mother's Day in Russia, while the 1998 decree says nothing about symbols. It also describes a nationwide social campaign, Mum, I Love You, held in the week before the holiday, with postcards handed out in the street.
Marking Mother's Day at home without a shopping list
For most families the day is private, and it needs neither a purchase nor a ceremony. A phone call in the morning, a Sunday lunch together or a visit to a grandmother is enough. Younger children may bring home a card or a drawing made at school or kindergarten, and a parent can help them hand it over on the day.
It helps to remember who the day is for. The custom described in Russian Wikipedia covers mothers and expectant mothers, and nothing stops a family from including a stepmother, an adoptive mother or a grandmother who raised a child. For someone who has lost their mother the day can be hard, and a quiet word to a friend in that situation is also a way to mark it.
What is still unknown about Mother's Day 2026 and where to check
The date itself is settled: 29 November 2026, under decree No. 120 of 1998, and only a new presidential act could change it. The Kremlin's acts database and the official legal portal pravo.gov.ru are where such an act would appear. For rest days, the reference is resolution No. 1466 on the Government's website, which, as of 19 October 2026, lists no extra rest day in late November.
What is not known yet is the local programme. As of 19 October 2026 the Conversations about Important Things site shows the 2026/27 lessons only up to 19 October, so the November themes are not public, and the school's own announcement is the final word. Concerts, exhibitions and library events appear on the pages of local authorities and venues closer to the date.
Looking further ahead, English Wikipedia's table already gives 28 November for 2027. Award rules are a separate matter: the amounts tied to Mother Heroine and Parental Glory are set by decree and can be amended. Families check the current text on the Kremlin site or with their regional social protection office before relying on a figure.
