Answer in brief
As of 15 October 2026, the rules for 2027 are partly law: Law No. 29-FZ keeps the unified allowance for large families slightly above the income limit and adds a five-year citizenship condition from 1 April 2027. The 2027 amounts, including maternity capital of 778,500 roubles for a first child from 1 February, are still in budget bills due in the Duma on 29 October.
Russia child benefits 2027: signed rules and draft amounts
Russia child benefits 2027 are being shaped in two ways at once. Some rules are already signed: Federal Law No. 29-FZ of 20 February 2026 changes the unified allowance, and Federal Law No. 179-FZ of 13 July 2024 created an annual family payment. The amounts for next year, by contrast, sit in draft budgets. On 30 September 2026 the government registered in the State Duma bill No. 615-9 on the federal budget and bill No. 620-9 on the budget of the Social Fund of Russia (SFR), the body that pays most family benefits.
The State Duma’s bill database showed both budget bills under consideration on 15 October 2026, with the chamber planning to take them up on 29 October. A bill can change between readings, so every 2027 figure here that comes from the budget package is a proposal, not a payment. Amounts become binding only after the Duma passes the laws, the Federation Council approves them and the president signs them.
Three terms help readers outside Russia. The unified allowance (edinoe posobie) is a monthly, means-tested payment for low-income families with children and for pregnant women. Maternity capital (materinsky kapital) is a federal grant recorded in a certificate in the family’s name. The subsistence minimum (prozhitochny minimum) is the official minimum income set for the country and by each region; many benefits are calculated from it.
How the unified allowance for low-income families works today
The SFR describes the unified allowance as support for families with a low income. It can be paid to a pregnant woman registered with a clinic before the 12th week, and to a parent, adoptive parent or guardian of a child aged 0 to 17. The basic condition is that the family’s average income per person is below the regional subsistence minimum per person. The SFR cites Government Resolution No. 2330 of 16 December 2022 as the legal basis.
The amount is a share of the regional subsistence minimum for children. The SFR office in Krasnodar Krai explains the three levels: 50%, 75% or 100% of that minimum, depending on how far the family’s income falls short. The allowance is granted for 12 months and then stops, so the family applies again and the fund rechecks income and property. Filing in the last month of the current period keeps payments going without a gap.
Applications go through Gosuslugi, Russia’s federal e-government portal, an SFR client office or a multifunctional public service centre (MFC). The SFR says it requests most documents from other agencies itself and decides within 10 working days once it has all the information, paying the first sum within 5 working days.
Unified allowance in 2027 and the new subsistence minimum
The allowance has no fixed rouble amount in law: it is a percentage of the regional subsistence minimum and moves with it. Bill No. 615-9 proposes the national minimum for 2027, which the ConsultantPlus legal database summarised on 1 October 2026: 20,227 roubles per person, 22,047 for the working-age population, 17,395 for pensioners and 19,620 for children. These are national figures in a bill; the allowance is calculated from each region’s own minimum.
The SFR office in North Ossetia gave the 2026 child minimum there as 16,534 roubles, so half of it is 8,267 roubles per child. The office in Perm Krai put 50% of its child minimum at 8,450 roubles for 2026. Regions set their 2027 values themselves, so the exact allowance for one place cannot be worked out from the federal bill alone.
One rule for large families is already in force. Law No. 29-FZ lets a family with three or more children keep the allowance when its income per person exceeds the regional minimum by no more than 10%. The payment is then 50% of the regional child minimum for 12 more months, and the relief can be used only once. SFR offices give 22 May 2026 as the start date, and the rule covers relations from 1 January 2026.
Five years as a citizen: the residence condition from April 2027
The same law adds a condition from 1 April 2027: the applicant must have lived permanently in Russia as a Russian citizen for at least five years. The text of Law No. 29-FZ on the SFR website lists the exemptions: citizens by birth or by recognition, participants of the state programme for the voluntary resettlement of compatriots and their families, participants of the special military operation and their families, and combat veterans.
The change is made in Law No. 81-FZ of 19 May 1995 on state benefits for citizens with children. Since the allowance is assigned for 12 months at a time, families should expect the condition to be checked at applications filed after the start date. People who became citizens less than five years before such an application and fall into no exempt group should confirm their position with the SFR.
Maternity capital in 2027: planned amounts and the February indexation
The SFR page on maternity capital lists the amounts in force since 1 February 2026: 728,921.90 roubles for a family whose first child was born or adopted from 2020, and 963,243.17 roubles where the right first arises with a second child born from 2020. A family that already used the first-child amount gets a top-up of 234,321.27 roubles for a second child. The programme started in 2007 and runs until the end of 2030.
For 2027, the Ministry of Labour gave planned figures, published on 2 October 2026 by the government portal obyasnyaem.rf. From 1 February 2027 capital is to reach 778,500 roubles for a first child and 1,028,700 roubles for a second child if nothing was received for the first; the second-child top-up is to reach 250,300 roubles. Indexation follows actual 2026 inflation, now forecast at 6.8%, so the final numbers can still shift.
A separate proposal should not be confused with these figures. Bill No. 490-9, registered on 30 September 2026 by twelve deputies including Sergei Mironov, proposes 1,399,851 roubles for a second child and 1,866,468 roubles for a third and later children, Parlamentskaya Gazeta reported. The Duma database shows it with the committee on family, fatherhood, motherhood and childhood since 1 October, with no reading scheduled. It is an initiative, not law.
Childcare allowance, maternity pay and the birth grant next year
Payments linked to earnings follow a different logic. The SFR office in Voronezh explains that the monthly childcare allowance for a child up to one and a half is 40% of the carer’s average earnings, within limits that from 1 February 2026 were 10,669.64 and 83,021.18 roubles a month. It can go to the mother, the father, another relative caring for the baby or a guardian, and is kept when the parent works part time or from home.
Interfax reported on 1 October 2026 that, under the SFR budget bill, the maximum monthly childcare allowance in 2027 will exceed 95,500 roubles, against 83,000 in 2026. The maximum maternity benefit for a normal birth and 140 days of leave is to rise from 955,800 roubles to about 1.1 million. The labour ministry put the one-off birth grant at 30,400 roubles from 1 February 2027. All of this depends on the budget laws passing as drafted.
The annual family payment for working parents of two or more children
Law No. 179-FZ, in force since 1 January 2026, created the annual family payment for working parents or guardians of two or more children. Parents and children must be Russian citizens living permanently in Russia, the parents must be tax residents who paid income tax on last year’s earnings, and there must be no child-support debt. Family income per person may not exceed 1.5 regional subsistence minimums; children count up to 18, or 23 in full-time study.
The law defines the amount as the income tax calculated on the applicant’s income for the previous year minus 6% of that income. Claims are filed from 1 June to 1 October of the year after the tax year, through Gosuslugi, an MFC or an SFR office, so the 2027 window covers 2026 income. The Prime news agency reported on 30 September 2026 that the draft budget keeps both this payment and the unified allowance.
What to check before 2027 and which dates are still ahead
The first date to watch is 29 October 2026, when the Duma plans to consider the federal and SFR budget bills. Until they are signed, the 2027 amounts for maternity capital, the birth grant and the maximum maternity and childcare payments remain proposals, and capital also waits for actual 2026 inflation.
For the unified allowance, the figure that matters is your region’s 2027 child minimum, published by the region itself. Recipients should note when their 12-month period ends and reapply in its last month. Large families slightly above the threshold should remember that the 10% relief works once. Anyone who became a citizen less than five years ago should check the exemption list well before 1 April 2027.
For the family payment, the practical date is 1 June 2027, when claims for 2026 income open. The SFR contact centre answers on 8-800-100-00-01. This overview of Russia child benefits 2027 reflects documents published by 15 October 2026; a personal case, especially one involving income or citizenship, should be checked with the SFR directly.
Practical checklist
- Find your region’s 2027 subsistence minimum for children once the region publishes it, and compare it with your family income.
- Note the end date of your current unified allowance period and file the new application during its last month.
- If you became a citizen less than five years ago, check the exemption list in Law No. 29-FZ before 1 April 2027.
- Follow the budget bills No. 615-9 and No. 620-9 in the Duma database after the session planned for 29 October 2026.
- Mark 1 June to 1 October 2027 for the annual family payment if you work and have two or more children.
Questions and answers
Are the 2027 maternity capital amounts already final?
No. As of 15 October 2026 they are planned figures from the labour ministry, tied to the SFR budget bill and to actual 2026 inflation. They become final after the budget laws are signed and the indexation on 1 February 2027 is applied.
Will the unified allowance rise in January 2027?
It follows the regional subsistence minimum for children. The federal bill proposes 19,620 roubles for children nationally in 2027, but each region sets its own figure, and the allowance is 50%, 75% or 100% of the regional one.
Who is exempt from the five-year citizenship condition for the allowance?
Law No. 29-FZ exempts citizens by birth or by recognition, participants of the compatriot resettlement programme and their families, participants of the special military operation and their families, and combat veterans. The condition starts on 1 April 2027.
Can a large family above the income limit still get the unified allowance?
Yes, once. If average income per person is no more than 10% above the regional per-person minimum, a family with three or more children gets 12 more months at 50% of the regional child minimum if it applies in the last month of its period or within three months after it.
How is the annual family payment for two or more children calculated?
Law No. 179-FZ sets it as the income tax calculated on the parent’s income for the previous year minus 6% of that income. The family’s income per person must stay within 1.5 regional subsistence minimums, and the claim is filed between 1 June and 1 October.
