Answer in brief
As of 15 October 2026, Russian law provides for two indexations of insurance pensions a year from 2027. The draft Social Fund budget, bill No. 620-9, proposes 6.8% from 1 February 2027, an estimate of 2026 inflation, and a further 3.3% from 1 April. Social pensions would rise by 6.8% from 1 April. The bill has not yet passed its first reading.
Pensions in Russia for 2027: what is settled on 15 October
Searches for russia pension indexation 2027 peak in autumn, when the government sends next year’s budget to parliament. As of 15 October 2026 the figures exist, but most of them sit in bills, not in signed laws, and this story keeps the two apart. It covers insurance pensions, the main state old-age pension in Russia, earned through contributions and recorded in points, plus social pensions, working pensioners and the subsistence minimum.
The confirmed part is the mechanism. The Social Fund of Russia (SFR), the state body that assigns and pays pensions, states on its indexation page that from 2027, under Federal Law No. 400-FZ of 28 December 2013 on insurance pensions, there will be two indexations a year. One follows inflation. The other is an additional increase linked to the growth of the Fund’s revenues and to the gap between wage growth and inflation. The page adds that insurance pensions are indexed every year for all categories of pensioners.
The unconfirmed part is the numbers. The percentages, the average pension and the new subsistence minimum come from draft budgets the government introduced on 30 September 2026. Until the State Duma, the Federation Council and the President pass them, they remain proposals, and the February rate also depends on inflation for 2026, which is still an estimate.
Two steps for insurance pensions: 1 February and 1 April 2027
ConsultantPlus, the Russian legal database, summarised the draft Social Fund budget on 1 October 2026: insurance pensions would be raised from 1 February 2027 to the previous year’s inflation of 6.8%, and from 1 April 2027 by a further 3.3%. Rossiyskaya Gazeta, the government’s official newspaper, published the same plan in its budget overview of 14 October. It calls the 6.8% an estimate of 2026 inflation and links the April step to wage growth.
The two figures do not have the same standing. The February rate follows actual inflation, so 6.8% is a forecast. Sergei Chirkov, chairman of the Social Fund, presented the budget to a State Duma committee on 9 October. Parlamentskaya Gazeta, the parliament’s newspaper, quoted him as saying that the April increase will be set with regard to the Fund’s revenues and will amount to 3.3%.
The same report says payments will be recalculated for more than 37.5 million people and that the two increases together will cost more than one trillion roubles in 2027. The percentage applies to each person’s own pension, so the rise is not a fixed sum. ConsultantPlus gives the bill’s forecast for the average old-age insurance pension at the end of 2027 as 29,903.81 roubles, a national average rather than a promise to anyone.
Where the Social Fund budget bill for 2027–2029 stands
The Social Fund has its own budget law, separate from the federal budget. The State Duma’s legislative database lists bill No. 620-9 on the budget of the Pension and Social Insurance Fund for 2027 and the planning period of 2028 and 2029. It was registered on 30 September 2026, introduced by the government, and assigned to the Committee on Budget and Taxes. On 1 October the Duma Council set 12 October as the deadline for comments and scheduled the bill for 29 October 2026.
As of 15 October no reading has taken place, and the stages of the Federation Council, the President’s signature and publication have not been reached. Rossiyskaya Gazeta reports that the federal budget for the same three years is also planned for a first reading on 29 October and should be adopted by the end of November at the latest. Amendments between readings can change any figure.
Pension point value and fixed payment: the 2026 base
An insurance pension in Russia is counted in individual pension coefficients, usually called points, which build up over a working life, plus a fixed payment. Indexation raises the value of one point and the fixed payment. The Social Fund’s indexation page says that from 1 January 2026 both were indexed by 7.6%.
The Social Fund’s branch for the Kirov region gave the resulting amounts on 13 January 2026. One point now costs 156.76 roubles, up from 145.69, and the fixed payment has risen to 9,584.69 roubles from 8,907.70. The 2027 steps would be applied to these values.
As of 15 October, no official source had published the point value or the fixed payment for 2027. Calculations that circulate online multiply the 2026 values by assumed percentages, so they differ with the assumptions. The official amounts belong on the Social Fund’s pages once the 2027 indexation is in force.
Social pensions in 2027: a 6.8% rise planned from 1 April
A social pension is a separate state pension paid through the Social Fund, outside the points system of insurance pensions. According to Chirkov, as reported by Parlamentskaya Gazeta, these payments will rise by 6.8% from 1 April 2027. He described their recipients as mainly vulnerable groups, such as children with disabilities and people disabled since childhood, and said the average pension for children with disabilities will be 26,000 roubles.
ConsultantPlus quotes the bill’s forecast for the average social pension as 17,585.69 roubles. The proposed rise equals the 6.8% by which the draft federal budget raises the national subsistence minimum. As of 15 October both the percentage and the date are part of a bill, and the final figure arrives with the signed budget law.
Working pensioners: indexation restored in 2025 and the August recalculation
From 2016 to 2024 the pensions of people who kept working were not indexed. The Social Fund’s page for working pensioners says so and adds that their insurance pensions have been indexed again since 1 January 2025. The indexations of 2016–2024 are not lost: they are added after the person stops work for which insurance contributions are paid.
The Fund’s branch for the Kemerovo region explained the method in an interview published on 12 December 2024. The increase is applied to the amount recorded on the pensioner’s personal account, not to the smaller amount actually paid. In the example given, someone paid 18,000 roubles with 25,000 on the account received 1,825 roubles from the 7.3% indexation of January 2025, bringing the payment to 19,825.
For 2027, Rossiyskaya Gazeta writes that both planned steps apply to working and non-working pensioners alike. They also have a recalculation of their own: according to the Social Fund, every year from 1 August it automatically raises working pensioners’ points, by no more than three points a year.
The pensioner subsistence minimum for 2027 and the social supplement
The subsistence minimum is Russia’s official minimum income level. Interfax reported on 30 September 2026, citing the government’s press service, that under the draft federal budget the national per capita minimum will rise by 6.8% in 2027, to 20,227 roubles. TASS reported on 1 October that the same draft, posted in the Duma’s database, sets the minimum for pensioners at 17,395 roubles and for the working-age population at 22,047 roubles.
This figure matters for the smallest pensions. The Social Fund’s page on the social supplement says that non-working pensioners whose total support is below the pensioner subsistence minimum of their region receive a supplement up to that level, without an application. All pensions count, as do the monthly cash payment with the social services package, a fixed-term payment from pension savings and regional cash support except one-off measures; help in kind does not.
If a region’s minimum is below the national one, the Fund pays a federal supplement; if it is higher, a regional supplement applies, administered by the Fund everywhere except Moscow and the Sakhalin region. The page also settles a common worry about the pension for non-working pensioners in 2027: when indexation lifts the total above the minimum, the supplement set earlier is not cut but added to the indexed payments.
How to check your own pension and the dates still ahead
Your own figure matters more than any average. The Kemerovo branch of the Social Fund notes that the certificate on assigned pensions and social payments can be ordered on Gosuslugi, the state services portal, and is issued at once. For a working pensioner it shows both the amount paid now and the amount that will be paid after leaving work. The branch adds that the recalculation is automatic and no application is needed.
The dates to watch are few. On 29 October 2026 the State Duma is scheduled to take up bill No. 620-9, and the federal budget is expected to be adopted by the end of November, followed by the Federation Council and the President’s signature. The final February percentage depends on official inflation for 2026. Until then, russia pension indexation 2027 remains a plan with dates, not a finished decision.
If your case involves a social supplement, a disability, a regional payment or a recent change of job, check it with the Social Fund’s client service or in your Gosuslugi account. This story describes the published rules and the bill as of 15 October 2026, not any one person’s entitlement. When a figure you see elsewhere differs from the ones above, look for its date and its source before relying on it.
Practical checklist
- Order the certificate on assigned pensions and social payments on Gosuslugi to see your current amount.
- If you work, compare the amount paid now with the amount shown for after you leave work.
- Follow bill No. 620-9 in the State Duma’s database: consideration is scheduled for 29 October 2026.
- Treat 6.8% and 3.3% as proposals until the Social Fund budget law is signed and published.
- Ask the Social Fund’s client service about a social supplement if your total income is below your region’s minimum.
