Answer in brief
Russia’s days off for 2027 are fixed by government decree No. 1187 of 17 September 2026. It moves the day off from 2 January to 5 November, from 3 January to 31 December and from 20 February to 22 February. On a five-day week the year has 247 working days and 118 days off, and ConsultantPlus puts the norm at 1,972 hours for a 40-hour week.
Decree No. 1187 fixes Russia’s days off for 2027
The Russia production calendar 2027 no longer rests on forecasts. On 17 September 2026 the government adopted decree No. 1187 on the transfer of days off in 2027, signed by Prime Minister Mikhail Mishustin and published on the government’s website. A production calendar is the Russian name for the yearly grid of working days, weekends and holidays, together with the norm of working hours used for payroll and rosters.
The decree moves three days off. The day off from Saturday 2 January goes to Friday 5 November, the one from Sunday 3 January to Friday 31 December, and the one from Saturday 20 February to Monday 22 February. The last transfer makes that Saturday a working day. In return it creates a three-day weekend around Defender of the Fatherland Day on 23 February.
On 30 April 2026 Interfax reported, citing the Labour Ministry’s press service, that the ministry had drafted the decree and put it up for public discussion. The draft named the same three transfers as the signed text. As of 15 October 2026 the signed decree is the document that counts.
Why 2 and 3 January move to November and December
Article 112 of the Russian Labour Code lists the national non-working holidays: 1 to 6 and 8 January for the New Year, 7 January for Orthodox Christmas, then 23 February, 8 March, 1 May, 9 May, 12 June and 4 November. When a regular day off coincides with a holiday, the code moves it to the next working day. So Saturday 1 May 2027 adds Monday 3 May. In the same way Sunday 9 May adds Monday 10 May, and Saturday 12 June adds Monday 14 June.
January is the exception. Weekends inside the New Year holidays are left out of that rule; instead, according to the text of article 112 published by ConsultantPlus, a Russian legal reference system, the government moves two such days off to other dates. Its decree must be published at least a month before the year starts. In 2027 the 2nd and 3rd of January are a Saturday and a Sunday, so the government placed them on 5 November and 31 December.
Non-working periods of 2027, month by month
The New Year break runs from 31 December 2026 to 10 January 2027, eleven days, as the ministry’s draft announced and Interfax reported. Work resumes on Monday 11 January. January therefore has only 15 working days, the fewest of any month.
February brings the year’s only six-day working week for staff on a standard schedule, from Monday 15 to Saturday 20 February. Three days off follow, from 21 to 23 February. March has a long weekend from 6 to 8 March, since Women’s Day falls on a Monday. May is split into 1 to 3 May and 8 to 10 May, with four working days in between.
June has 12 to 14 June around Russia Day. Autumn has the longest break after New Year: 4 to 7 November, made of National Unity Day on Thursday, the transferred Friday and the weekend. Friday 31 December 2027 is also off. Labour Minister Anton Kotyakov described the draft in April as five three-day weekends and one four-day weekend, and the signed decree kept that shape.
247 working days: how the 2027 total splits by month
On a five-day week, 2027 has 365 calendar days, 247 working days and 118 weekends and holidays. Kotyakov gave those totals to RIA Novosti on 24 September 2026. He added that 14 of the 118 are official public holidays. The ministry, he said, had tried to tie holidays to weekends so the week would not be broken up, and he called the schedule fairly comfortable.
The monthly split comes from the 2027 production calendar that ConsultantPlus publishes on the basis of decree No. 1187. January has 15 working days, February 19, March and April 22 each, May 19 and June 21. July, August and September have 22 each, October 21, November 20 and December 22. By quarter that makes 56, 62, 66 and 63 days.
These counts assume Saturday and Sunday off, the model the law uses for norms. Firms on a six-day week, on shifts or on summarised accounting of working time still depend on them, because the hour norm is derived from them. January, February and May are the shortest months.
Working-hour norms for 40, 36 and 24-hour weeks in 2027
The hour norm follows a procedure approved by order No. 588n of the Russian Health and Social Development Ministry of 13 August 2009. It takes a five-day week with weekends on Saturday and Sunday and multiplies the working days by 8 hours for a 40-hour week, or by the weekly hours divided by five for a shorter one. One hour is then subtracted for each shortened pre-holiday day. The order says the result applies to every regime of work and rest.
Applied to 2027, ConsultantPlus arrives at 1,972 hours for a 40-hour week, 1,774.4 for a 36-hour week and 1,181.6 for a 24-hour week. The 40-hour quarters are 447, 494, 528 and 503 hours. These are reference figures from a private legal system that follows the official procedure, not a separate legal act.
Shortened pre-holiday days in the 2027 calendar
Article 95 of the Labour Code shortens a working day or shift by one hour when it comes immediately before a non-working holiday. ConsultantPlus lists four such days in 2027 for a five-day week: Saturday 20 February, Friday 30 April, Friday 11 June and Wednesday 3 November. Those four hours are why the 40-hour norm is 1,972 rather than 247 times eight.
Saturday 20 February is the odd one. It is a working day only because of the transfer, and on a 40-hour week it lasts seven hours. There is no shortened day before 8 March or the second May weekend, because a regular weekend separates them from the last working day. Nor is 30 December shortened, as 31 December 2027 is a transferred day off rather than a holiday.
Where a shorter shift is impossible, in continuously operating organisations and on some kinds of work, the same article requires extra rest or, with the employee’s consent, overtime pay for the hour. On a six-day week, article 95 caps the day before a day off at five hours.
Regional holidays in Tatarstan and Bashkortostan for 2027
Some republics add their own non-working holidays, which the federal figures leave out. In Tatarstan, law No. 1448-XII of 19 February 1992 lists Republic Day on 30 August, Constitution Day on 6 November and the Muslim feasts of Uraza Bayram and Kurban Bayram. The head of the republic fixes the feast dates by decree each year. For 2026 decree No. 17 was signed on 17 January 2026 and set 20 March and 27 May.
In 2027, 30 August is a Monday, which gives Tatarstan a three-day weekend, while 6 November falls on a Saturday. The two feasts depend on the decree for 2027, and the 2026 one came out in January of that year. Spring rosters in the republic are best kept provisional until it is published.
Bashkortostan has already set its 2027 dates: Uraza Bayram on 9 March and Kurban Bayram on 16 May, both non-working, Bashinform reported on 22 June 2026, naming Prime Minister Andrey Nazarov as the signatory. 9 March is a Tuesday right after the federal March weekend, and 16 May is a Sunday. On 24 September 2026 the Constitutional Court ruled in case No. 55-P, from Tatarstan, that regional non-working holidays bind every employer in the region, including those funded from the federal budget.
Payroll, rosters and what to check before January 2027
For payroll, article 112 says that salaried staff do not lose pay because a month contains holidays. Staff who are not salaried receive additional pay for those days, in an amount set by a collective agreement, a local regulation or the contract. Article 153 requires work on a day off or a holiday to be paid at least double, or at the single rate plus another day of rest if the employee asks. How this applies to a given contract is a question for an accountant or a labour lawyer.
Shift rosters and summarised accounting are built against the norm for the period, so put the 2027 monthly hours next to each schedule. Watch Saturday 20 February, a shortened working day for five-day staff, and the first week of November, which has only three working days. Check that payroll software already treats 5 November and 31 December as days off.
As of 15 October 2026 the federal part of the Russia production calendar 2027 is final. Still to come are Tatarstan’s decree on the feast dates, any changes in other regions and possibly a calendar from the Labour Ministry itself. Read the decree on the government’s website, compare the monthly norms with ConsultantPlus, and check the acts of each republic where you employ people.

Questions and answers
Which days off were moved in Russia for 2027?
Three. Under decree No. 1187 of 17 September 2026, the day off from Saturday 2 January goes to Friday 5 November, the one from Sunday 3 January goes to Friday 31 December, and the one from Saturday 20 February goes to Monday 22 February, so that Saturday becomes a working day.
How many working days does Russia’s 2027 calendar have?
On a five-day week there are 247 working days and 118 weekends and holidays out of 365, the figures Labour Minister Anton Kotyakov gave RIA Novosti in September 2026. ConsultantPlus splits them by month, from 15 in January to 22 in several months.
What is the 2027 hour norm for a 36-hour week in Russia?
ConsultantPlus calculates 1,774.4 hours for a 36-hour week, 1,972 hours for a 40-hour week and 1,181.6 hours for a 24-hour week. The method is order No. 588n of 2009: daily hours times working days, minus one hour for each of the four shortened days.
Is 31 December 2027 a day off in Russia?
Yes. It is a Friday, and the decree turns it into a day off by moving there the weekend day that coincided with the holiday on Sunday 3 January. It is a transferred day off rather than a public holiday, so the Thursday before it is not shortened.
Are the 2027 dates of Uraza Bayram set in Tatarstan and Bashkortostan?
Bashkortostan has set them: 9 March for Uraza Bayram and 16 May for Kurban Bayram, by a decision of the republic’s government reported in June 2026. In Tatarstan the head of the republic fixes the dates by decree each year; for 2026 it was signed on 17 January 2026.
