Answer in brief
Russia's 2027 days off are fixed by government decree No. 1187 of 17 September 2026. Leave goes furthest when it bridges the holidays: four days from 4 to 7 May give ten days off, and 14 days from 11 January stretch the New Year break to 25 days. Holidays inside leave are not counted, one part must last at least 14 days, and pay is average earnings divided by 12 and by 29.3.
The 2027 calendar of days off in Russia is already signed
Anyone planning annual leave in Russia 2027 can now work from a final document rather than a draft. Government decree No. 1187 of 17 September 2026, signed by Prime Minister Mikhail Mishustin, moves three days off: Saturday 2 January to Friday 5 November, Sunday 3 January to Friday 31 December, and Saturday 20 February to Monday 22 February. The legal database Kontur.Normativ, which carries the full text, gives 26 September 2026 as the date it took effect. The Ministry of Transport reported it on 18 September 2026 with the rest periods: 31 December 2026 to 10 January 2027, 21–23 February, 6–8 March, 1–3 and 8–10 May, 12–14 June and 4–7 November.
The production calendar, the table of working days used by Russian payroll, follows from that. Garant, a legal reference service, counts 247 working days and 118 days off and holidays in 2027 for a five-day week. January has the fewest working days, 15, and February and May have 19 each, while March, April, July, August, September and December have 22. Saturday 20 February becomes a working day, so the week of 15–20 February has six working days.
Why public holidays inside a leave make it longer
Article 120 of the Labour Code, Russia's main employment law, as published by the legal database ConsultantPlus, says that annual leave is counted in calendar days and that non-working public holidays falling within it are not included in that count. Weekends inside it, by contrast, are counted. Article 112 lists those holidays: 1 to 6 and 8 January, Christmas on 7 January, 23 February, 8 March, 1 May, 9 May, 12 June and 4 November. Days off created by a transfer, such as 22 February, 3 May, 10 May, 14 June, 5 November or 31 December 2027, are not on the list, so inside a leave they count as ordinary leave days.
One case from the 2027 calendar shows the effect. A 14-day leave that starts on Monday 26 April does not end on 9 May but runs to Tuesday 11 May, because 1 May and 9 May are skipped. With the weekend before it, that gives 18 days away from work for 10 working days of absence.
Winter leave: the New Year break and the February weekend
The longest rest of 2027 starts before the year does: 31 December 2026 to 10 January 2027, eleven days in a row. A 14-day leave from Monday 11 to Sunday 24 January contains no public holidays, so it runs exactly 14 calendar days and, joined to the break, gives 25 days without work. It also meets the 14-day rule explained below.
The catch is money and timing. January 2027 has only 15 working days and this leave takes 10 of them, which can matter for your salary. Article 136 requires holiday pay no later than three days before leave starts, and for a leave beginning on 11 January those three days fall inside the holiday break. Ask payroll in December when the money will arrive.
February offers a shorter combination. The rest period is 21–23 February, Sunday to Tuesday, but Saturday 20 February is a working day. Three days of leave from Wednesday 24 to Friday 26 February join the holiday to the following weekend: eight days off, from 21 to 28 February. Going the other way, six days of leave from 15 to 20 February, which this year include the working Saturday, give eleven days off, from 13 to 23 February.
March and May 2027: short leaves that double a long weekend
Women's Day, 8 March, falls on a Monday, so 6–8 March is a Saturday-to-Monday rest. Four days of leave from Tuesday 9 to Friday 12 March bridge it to the next weekend and give nine days off, 6 to 14 March. With no holidays inside, it costs exactly four days of the entitlement.
The rest periods are 1–3 May and 8–10 May, both Saturday to Monday, and between them lie only four working days, Tuesday 4 to Friday 7 May. Four days of leave on those dates turn the two long weekends into one ten-day break, from 1 to 10 May. Writing the leave as 4 to 10 May would cost six days instead, because the Saturday and the transferred Monday count and only 9 May is skipped. The rule of thumb: start on the first working day after a rest period and end on the last working day before the next one.
June, November and the last days of December 2027
Russia Day, 12 June, is a Saturday in 2027, so the day off moves to Monday 14 June and the rest period is 12–14 June. Four days of leave from Tuesday 15 to Friday 18 June extend it to nine days, 12 to 20 June. Unity Day, 4 November, is a Thursday, and the transferred day off frees Friday 5 November, so three days of leave from 1 to 3 November produce nine days off, from Saturday 30 October to Sunday 7 November.
Friday 31 December 2027 is also a day off thanks to the decree, so four days of leave from 27 to 30 December lead from the weekend of 25–26 December straight into the 2028 New Year holidays. Article 112 lists 1 to 8 January as holidays, but the 2028 transfers will be set by a separate decree, which the same article requires to be published no later than one month before the year. Until it appears, any length of the 2028 break quoted in the press is an estimate.
Splitting the 28 days: the 14-day part and the schedule
Article 115 sets the basic annual paid leave at 28 calendar days; working people with disabilities get at least 30, and other federal laws add more for some groups. Article 125 allows the leave to be divided into parts only by agreement between employee and employer, and at least one part must last no less than 14 calendar days. So a plan for 2027 needs one block of two weeks. The bridges in March, May, June and November above use 15 days between them; add a 14-day block and the total of 29 is one more than the basic 28, so one bridge has to be shortened.
The dates are fixed in the vacation schedule. Article 123 says the employer approves it no later than two weeks before the calendar year begins, after hearing the trade union where there is one, and that it is binding on both sides. For 2027 that deadline falls in mid-December 2026. The employee must also be told the start date of the leave, against signature, at least two weeks in advance.
How Russian holiday pay is calculated for 2027 leave
Holiday pay, called otpusknye in Russian, is worked out from average earnings under the regulation approved by government decree No. 540 of 24 April 2025. It has applied since 1 September 2025 and replaced the long-cited decree No. 922 of 2007, which the text in Kontur.Normativ lists among the acts it repeals. Average earnings are taken over the 12 calendar months before the leave. Sick leave, maternity benefit, downtime and other periods when average pay was kept are left out, with the money paid for them.
For leave counted in calendar days, paragraph 10 of the regulation divides the earnings of those 12 months by 12 and by 29.3, the average number of calendar days in a month. With a salary of 90,000 roubles and a fully worked year, 1,080,000 divided by 12 and by 29.3 gives about 3,071.67 roubles a day, so 14 days come to about 43,003 roubles before income tax. Months not worked in full shrink the divisor in proportion to the calendar days actually worked.
The daily rate ignores how many working days the month of your leave has; your salary for that month may not. If a fixed monthly salary is paid in proportion to the working days you work, which is worth checking in your contract, the same 14 days cost less in a long month. Leave from 15 to 28 March takes 10 of March's 22 working days and leaves 12/22 of the salary; leave from 11 to 24 January takes 10 of 15 and leaves a third. With a 90,000 salary that is about 49,091 roubles against 30,000, on top of the same holiday pay.
What to settle before the 2027 vacation schedule closes
Three things are confirmed as of 15 October 2026: decree No. 1187 with its three transfers, the rest periods built on it, and the Labour Code rules on the length of leave, its parts and the timing of payment. The next date is your employer's: the 2027 schedule must be approved by mid-December 2026. Choose your bridges, check that one block reaches 14 days, and agree the split with your manager before the schedule is signed.
Still to come are the 2028 transfers, which will decide how far a late-December leave reaches. Your own contract can also change the picture of annual leave in Russia 2027: a longer basic leave, a summarised working-time account or a different pay system all alter the arithmetic shown here. Before you sign the application, check the dates against the official production calendar and your own case with HR or a labour lawyer.
Practical checklist
- Mark the 2027 rest periods from decree No. 1187 in your own calendar before choosing any dates.
- Plan one block of at least 14 calendar days and spread the remaining days over long weekends.
- Ask HR by what date leave requests for the 2027 vacation schedule must be handed in.
- Check in your employment contract whether the monthly salary is paid in proportion to working days.
- Confirm with payroll when holiday pay arrives if the three days before your leave fall on holidays.
Questions and answers
Is the 2027 holiday calendar in Russia final?
For the transfers, yes. Government decree No. 1187 of 17 September 2026 sets them and, according to Kontur.Normativ, has been in force since 26 September 2026. Only a new decree could change them. The transfers for 2028 are a separate document that has not been adopted yet.
Does a 14-day leave over the May holidays last longer than 14 days?
It does when 1 or 9 May falls inside it. Article 120 excludes non-working public holidays from the leave, so a 14-day leave from 26 April ends on 11 May. The transferred days off of 3 and 10 May are counted as normal leave days.
Can annual leave in 2027 be taken in parts of three or four days?
By agreement with the employer, yes. Article 125 allows the leave to be split, provided one part lasts at least 14 calendar days. The employer is not obliged to accept a particular split, so settle it before the vacation schedule is approved.
Is decree No. 922 still used to calculate holiday pay in 2027?
No. Since 1 September 2025 average earnings are calculated under the regulation approved by decree No. 540 of 24 April 2025, which repealed No. 922. For leave in calendar days, twelve months of earnings are divided by 12 and by 29.3.
How early must holiday pay arrive before a leave in Russia?
Article 136 of the Labour Code requires payment no later than three days before the leave begins. The same article moves wage payments that fall on a day off to the working day before; ask payroll how they apply this when your leave starts right after a holiday.
