As of 3 November 2026, Roskomnadzor says it is restricting Telegram, but the sources cited here report no announced full ban. WhatsApp's domains were removed from Russia's national DNS in February. MAX is pre-installed, and during mobile shutdowns only whitelisted services open.
Telegram is restricted in Russia, and no full ban has been announced
As of 3 November 2026, Telegram is restricted in Russia but not officially banned, WhatsApp is cut off, and the state messenger MAX is pre-installed on devices sold in the country. Roskomnadzor, the communications regulator, said on 10 February 2026 that it had imposed additional restrictions on Telegram and would keep adding them, The Moscow Times reported.
Roskomnadzor's own news page lists items from 8 to 29 October, none of them about Telegram, WhatsApp or MAX. Meduza reported in February that officials publicly deny plans for a full ban, and The Christian Science Monitor called talk of a 1 April block rumours on 25 March.
What Roskomnadzor and the Kremlin said about Telegram and WhatsApp
Roskomnadzor accused Telegram of weak anti-fraud measures, criminal use and poor data protection, The Moscow Times reported, citing RBC. In February some users said voice and video messages would not load, while text mostly worked. Calls on Telegram and WhatsApp have been restricted since August 2025, Meduza reported.
WhatsApp said on 12 February that Russia tried to fully block it. The Record reported that authorities removed WhatsApp's domain records from the national DNS. Kremlin spokesman Dmitry Peskov tied this to Meta, which Russia designates extremist, and urged users to move to MAX.
MAX has been pre-installed since 1 September 2025
A government order signed by Prime Minister Mikhail Mishustin made MAX a mandatory pre-installed program on devices sold in Russia from 1 September 2025, replacing VK Messenger, Meduza reported.
The duty falls on sellers. A SecurityLab.ru blog post of 3 October cites a ministry letter of 31 August 2026 saying citizens need not install or register in MAX; the letter is not reproduced. Pravo.ru reported in 2023 that foreign messengers are barred for companies handling state orders or banking, with fines for firms and officials. No cited source describes a fine for a private person. A personal case needs a lawyer.
How the mobile internet whitelist works
On 23 April 2026 the Ministry of Digital Development said its whitelist of services reachable during mobile shutdowns covered more than 500 Russian services, Habr reported, among them Gosuslugi, Yandex, VK and several banks. MAX is the only messenger named. Inclusion requires servers in Russia and approval by security agencies.
On 26 October the ministry announced in its MAX channel that mobile internet inside Moscow's Third Transport Ring could be restricted on 27 to 29 October for security during two summits. Voice calls, home internet and Wi-Fi were to work normally. Kommersant reported that only whitelisted services opened on 27 October; te-st.org said its own measurements could not confirm that.
What happens next: no date has been announced
No source gives a date for a further step on Telegram or WhatsApp. Peskov said in February that restrictions would last while the alleged violations do, per The Record. The Belarusian site vrgames.by reported 401 Telegram complaints on 2 November, with no official comment.
